Lecia Julal

Ms. Lecia Julal is a seasoned IT professional with over 25 years of experience leading and managing key areas within the Information Technology sector. Her areas of expertise include Project Portfolio Management, Project Management, Business Analysis, Software Quality Assurance, Quality Management, and Change and Release Management.

Ms. Julal holds a Master of Science in Computer-Based Management Information Systems from the University of the West Indies and a Bachelor of Science in Computing with Management Studies from the University of Technology. She is a certified Project Management Professional (PMP) and an ASTQB-certified software tester.

She has also completed specialized training in Portfolio Management (Projectize Group), Supervisory Management, and Corporate and Strategic Planning (Management Institute for National Development).

Prior to her current role, Ms. Julal was appointed as Acting Director of the Programme and Client Relationship Management Division. Her previous leadership roles include Department Head of the Programme Management Office, Project Portfolio Manager for Internal Projects, and Quality Assurance Manager.

Ms. Julal is a chartered member of the IT Wizards Toastmasters Club and remains committed to excellence in communication, leadership, and service delivery.
