The ICT Authority (JAMICTA) is a GoJ statutory body responsible for overseeing and coordinating the development, use and management of Information and Communication Technology (ICT) across GoJ MDAs.
The ICT Authority’s mission is to provide high quality, innovative and reliable ICT solutions and services to enable MDAs to achieve excellence and the GoJ to achieve transformational value.
The ICT Authority will streamline government’s ICT spend, drive efficiency, and reduce unnecessary bureaucracy across government MDAs. By consolidating the operations of eGov Jamaica Limited and the Office of the Chief Information Officer, the ICT Authority will provide a single authoritative voice and framework for improving the delivery of ICT services across government.
This move aligns with Jamaica’s National Development Plan, and Vision 2030, which positionICT as a pivotal sector for driving local investment and economic growth. The ICT Authority is designed to contribute significantly to improving the use of technology, developing a sustainable digital agenda, and advancing Jamaica’s thrust to become a digital society.
eGov Jamaica Limited was a limited liability company, while the ICT Authority is a statutory body established by law. The ICT Authority is therefore different from eGov Jamaica with respect to its governance structure; mandate and scope; functions and responsibilities and the new focus on digital transformation.
While eGov Jamaica was primarily responsible for leading e-government initiatives, aimed at improving the efficiency and effectiveness of government services through technology, the ICT Authority has an even broader mandate, encompassing the development and implementation of ICT strategies, policies, and standards across the public sector.
The ICT Authority will also now provide ICT advisory services to government agencies; overseethe development and implementation of ICT projects in the public sector and ensurecybersecurity and data protection across government.
These differences reflect the evolution of Jamaica’s ICT landscape and the government’s increasing recognition of the importance of ICT in driving economic growth, improving governance, and enhancing citizen engagement.
The ICT Authority’s clients include primarily Government Ministries, Departments, and Agencies (MDAs) and government service centers for example schools, health centers and courthouses. However private organizations such as banks often chose the ICT Authority to design their ICT solutions.
The ICT Authority, when fully operationalized, will offer sixteen broad categories of services to its clients showcasing its expanded mandate and the GoJ’s holistic approach to improving ICT service delivery across the public sector. The ICT Authority’s Catalogue of Services will range from strategic planning and ICT governance to digital transformation, and shared services.
The ICT Authority offers a range of services to GoJ MDAs including network services primarily GovNet; data center services, ICT services management as well as access to transmission infrastructure, i.e. broadband, to support internet connectivity.
GovNet is a secure, wide area network (WAN) infrastructure that links government MDAs to facilitate the delivery of shared services. It provides a platform for the provision of shared corporate services and key enterprise systems, including:

The benefits of using the ICT Authority’s shared services platforms include cost savings, improved efficiency, and enhanced security. When MDAs use shared services it makes available, for example, more internal resources to develop and implement unique ICT services.
The citizens of Jamaica will be positively impacted by the ICT Authority’s projects and initiatives, which are ultimately designed to create a digitally transformed Jamaica. As end users of the products and services the ICT Authority designs, manages or implements on behalf of GoJ MDAs, citizens should expect a more efficient and convenient delivery of government servicesat high service level standards.
Citizens will be able to access government information more readily, creating a culture of transparency and accountability. The ICT Authority will support open data initiatives, providing citizens with access to government data and empowering them to make informed decisions.
The delivery of critical government services such as Healthcare, Education and Public Safety and Security will be greatly improved through ICT solutions and digitalization.

The ICT Authority is supporting digital transformation in Jamaica by providing guidance, resources, and support to government ministries, departments, and agencies. Our digital transformation strategy aims to leverage technology to improve the efficiency, effectiveness, and transparency of government services.
The ICT Authority is responsible for establishing and enforcing ICT-related policies, standardsand guidelines across government. We will enforce a range of ICT governance policies and standards, including those related to data management, cybersecurity, and ICT procurementensuring compliance through a range of mechanisms such as audits, assessments, capacity-building and training.
