JOB PURPOSE:

The Organizational Development & Performance Management Analyst (OD&PM) supports the Manager HRM&D in assessing and re-designing the organizational structure for the ICT Authority to ensure that it is fit-for-purpose. The position collaborates with Heads of Branches and staff in analyzing changes to functional areas / job descriptions and recommends appropriate solutions to the Manager, HRM&D. The position also analyzes and discusses the required updates to Job Descriptions. The OD&PM Analyst manages the entrenchment of the performance management function in the Authority, to maintain its relevance in managing employee performance and productivity.  The position also supports the HR team in the planning and execution of all HR related initiatives, programmes and events. 

KEY RESPONSIBILITIES:

  • Provides advice on Government of Jamaica (GoJ) best practices in organizational design.
  • Analyzes the organizational structure and recommends realignment in keeping with organizational functional shifts, changes to organizational structure, policies and procedures, to drive efficiency and effectiveness.
  • Maintains an updated organogram of the organization’s approved structure.
  • Analyzes job descriptions and facilitates discussions with Managers and staff to initiate updates to affected job descriptions.
  • Makes recommendations on required interventions to support planned changes within the organization.
  • Supports/facilitates change management initiatives to introduce planned changes to the organization / organizational structure to ensure a seamless implementation.
  • Collaborates with external consultants and vendors to support the implementation of organizational development / performance management initiatives.
  • Manages the entrenchment of the Performance Management Systems in the Authority, advocating and communicating its benefits to both employer and employee.
  • Provides advice on GoJ best practices in Employee Performance Management Systems.
  • Reviews and recommends proposals for the delivery of Staff Performance Awards and/or related events to recognize performance in keeping with the Authority’s Reward and Recognition Programme.
  • Undertakes planning with the senior management team to support the timely execution of divisional programmes with quality HR services.

REQUIREMENTS:

  • Bachelor’s Degree in Human Resource Management, Business/Public Administration or equivalent qualification from a recognized tertiary institution.
  • Five (5) years’ related experience in Organizational Development and Performance Management.
  • Training in GoJs Employee Performance Management System.
  • Experience in the use of organizational design tools and software.

  • Excellent knowledge of Strategic Human Resource Management (SHRM), Policies and procedures.
  • Excellent knowledge of Performance Management Systems and Strategies.
  • Excellent knowledge of Organizational Development tools and assessments.
  • Excellent knowledge of People and Change Management.
  • Proficiency in the use of HRIS, assigned applications and office tools.

The salary is J$5.88 million per annum plus any benefits attached to this position.
